The brief

Input Output builds roadmap items that expand Cardano’s capabilities — deep technical work, often years in research before it ships.

This item came through a Cardano Governance proposal. Community members vote yes, no, or abstain while it’s open. If it clears the threshold once voting ends, it gets funded from the Cardano treasury, and the proposer can start delivering — paid as they go.

That payment process runs through Intersect, Cardano’s member-based organization, which releases treasury funds tied to the proposal’s milestones. But payments aren’t automatic. Before each one, Intersect brings in an independent, technically qualified trusted third party assurance reviewer to check the delivered work — quality, completeness, whether it actually functions as promised. The assurance reviewer reports back to Intersect, who then decides whether to release payment.

The point of this process: proving to the community that what was promised got delivered — properly documented and verified — before any treasury money moves.

What we did

Every milestone comes with a clear description of what needs to be delivered and how it’ll be judged. When the proposer submits their work, here’s what happens:

Our reviewers look at the actual evidence — code, documentation, test results, demos — and checks it against those specific criteria. They confirm the work genuinely delivers what the milestone promised, not just something adjacent to it. The reviewers have no ties to the delivery team, the stakeholders, or Intersect itself, so the opinion is genuinely independent.

Once the review is done, a written report is produced summarizing the findings. If anything falls short of the criteria, that gets flagged to both the delivery team and Intersect right away, so it can be fixed to be reviewed once more. The whole review wraps up with a signed form — Intersect’s Milestone Acceptance Form — stating the final conclusion and signature.

Outcome

Concrete, checkable results. Numbers over adjectives.
